Elizabeth Fagan Mayor

Mayor Elizabeth Fagan, a Summit resident for nearly 25 years, is deeply committed to her community. She has served on several boards, including The Connection and Summit Junior Fortnightly and as President of the Summit Board of Health, Summit Lacrosse Club, Summit Women’s Lacrosse Association and the Summit Boosters Association and as Chair of the Santa Claus Shop. She has also assisted in planning the Elks Charity Ball and YMCA Special Needs Prom. Additionally, Mayor Fagan was a passionate coach for youth girls lacrosse for 18 years. A family medicine physician for over two decades, Mayor Fagan graduated from Harvard University with a degree in Fine Arts and earned her medical degree from Sidney Kimmel Medical College at Thomas Jefferson University. She completed her residency at Overlook Hospital, where she was named Chief Resident and President of the House Staff Association. Mayor Fagan has been married to her husband Kevin for 25 years and is the proud mother of four children, all beneficiaries of Summit Public Schools.

Mike McTernan Council President, Ward 2 Councilmember

Mike McTernan and his wife Julie have lived in Summit for 23 years, raising four children, all proud graduates of Summit High School. Mike graduated from Dartmouth College and spent the next few decades working in New York and London for several investment banks, running various fixed income distribution businesses.  After getting a masters degree in Education, Mike is currently living his dream of teaching high school social studies.  Mike has been active in the Summit community, coaching soccer and baseball for many years, volunteering with the Police Athletic League, and chairing the Americanism Committee at the local Elks Club. He is currently serving as President of Common Council after previously being on Council from 2013 to 2019.  Mike also has two dogs and an old jeep he really likes.

Delia Hamlet President Pro Tempore, Ward 1 Councilmember

Delia Hamlet is a decorated U.S. Army veteran, business owner, and dedicated civic leader who has called Summit home for over a decade. A mother of three children in the Summit Public Schools, she serves as President Pro Tempore of the Common Council and sits on the Board of School Estimate, the Summit Planning Board, and the Mount Laurel Committee. Delia is also a board member of Bridges and is active in efforts to end homelessness. Her military service includes deployments to Korea and Kuwait during Operation Enduring Freedom, where she earned multiple honors including the Defense Meritorious Service Medal and Parachutist Badge. A graduate of the University of Pittsburgh and former Aide-de-Camp to a General Officer, Delia brings a unique blend of leadership, business acumen, and public service to Summit, where she champions common-sense, community-focused solutions.

Jamel Boyer Ward 2 Councilmember

Community Services and the Summit Housing Authority. Deeply committed to community engagement, Boyer has coached youth football, mentored students through the Newark Boys’ Choir School and NJ LEEP (New Jersey Law and Education Empowerment Project), and supported local families through his work on the Summit Police Athletic League Board. In recognition of his service, he received a ceremonial resolution from the New Jersey Senate during Black History Month. Professionally, Boyer brings over 20 years of experience in law enforcement, fraud investigations, and security operations. He currently leads fraud operations for a healthcare technology company. He holds a B.S. in Criminal Justice from Rutgers University, an MBA and M.S. in Accountancy from Saint Peter’s University, and professional certifications in Cybersecurity from Cornell and FinTech from Rutgers. He is also a Professional Certified Investigator (PCI), credentialed by ASIS International. Jamel resides in Summit with his wife, a third-generation Hilltopper, and their two children—continuing his lifelong commitment to the city he proudly calls home.

Bob Pawlowski Ward 1 Councilmember

Bob Pawlowski is a life-long Summit resident who ran for Common Council to help preserve what makes Summit, Summit – namely a safe and responsibly-developed suburb, with a local government focused on enhancing every resident’s quality of life.  Bob is proud of the work he, the Council, and Mayor have done since January 2024, towards these most basic governmental functions.  For example the City has:  (1) added two sworn police officers in 2024 with two more coming in 2025, along with two additional firefighters; (2) passed common-sense measures like the Resident Protection and Camping Ordinances; (3) met its round three affordable housing obligations without taking on an oversized, out-of-character, high-density development in the center of town; and (4) established the Mayor’s Homelessness Task Force which has housed 21/25 homeless in ten short months.  Bob enjoys spending time with his family (wife Tremain, daughter Clare, son Sam, and dog Rooney), living across the street from his childhood home where his parents still reside, and enjoying all the Hill City has to offer.

Kevin Smallwood Councilmember-at-Large

A proud resident since 2003, Kevin has built his life in Summit—raising his family, running a business, and dedicating years of service to the community he calls home.
For the past 16 years, Kevin has owned and operated a business in downtown Summit. His two children attended Lincoln-Hubbard School and are now students at Summit High School and the Middle School. He has served on the Summit Downtown Inc. (SDI) Board for seven years, including two years as Chairman and Vice Chairman, and on the Police Athletic League (PAL) Board for six years, including two years as President. Some of his most rewarding experiences have come from coaching youth basketball at the Community Rec Center and for the Summit Basketball Club.
Kevin is a strong advocate for fiscal responsibility, committed to ensuring that taxpayer dollars are invested wisely in projects that strengthen the community and improve quality of life. He also believes deeply in transparency, accountability, and public participation—principles that ensure residents have a clear voice in how decisions are made and resources are allocated.
